EPA
Risk Management Program Consulting
Recognizing AEI as a leader in process safety and risk
management systems, the Center for
Chemical Process Safety (CCPS), a body of the
American Institute of Chemical engineers, selected
AntiEntropics to develop two concept books intended to
assist industry in meeting the intent of the EPA Risk
Management Program Rule. The first, Local Emergency
Planning Committee Guidebook: Understanding the EPA Risk
Management Program, is intended to help local fire
departments and area responders in using the information
provide by the RMP rule. The second, Practical Compliance
with the EPA Risk Management Program Rule, provides
assistance to companies seeking to comply with the rule.

250 power company selected AEI to assist them in building operational
excellence systems. This holistic, multi-faceted approach applies the

Safety Management Consulting
AEI helped a mid-Atlantic electric generating company
develop a workable PSM program for their five generating
stations that fall under 1910.119. AEI provided
implementation support in collecting the Process Safety
Information, wrote Operating and Maintenance procedures
and trained the plant management and staff in an overview
of the PSM regulation.
Risk
Management Program Compliance Support
A U.S. refinery selected AEI to assist them in complying
with the EPA Risk management program. We assisted with
every stage of compliance from implementation planning to
submission. An RMP management system was developed as
well as operating procedures for the refining units.

Emergency
Response Procedures - "One Plan"
AEI managed a multifunctional team to develop a prototype
Integrated Contingency Plan (or "One Plan") for
EPA RMP compliance. AEI personnel developed 21 emergency
response procedures to comply with all OSHA regulations,
EPA regulations and state requirements. This will become
the template for all corporate sites that will use this
new approach. The integrated contingency plan streamlined
SPCC, OPA 90, OSHA 1910.38, OSHA PSM, EPA RMP and state
emergency planning requirements.
Environmental
Management System (ISO-14000) Development
AEI developed Level 1 environmental management system
(EMS) for an East Coast refinery. It included all the
elements required for a workable system to manage
environmental aspects of their operations and defined the
work to be developed for levels 2 and 3.
Total
Procedure Upgrade
An international refining concern selected our proven
expertise and skilled procedure specialists to team with
their subject matter experts in a complete procedure
upgrade project. Our team developed new operating
procedures for the enire refinery. AEI also upgraded the
refinery PSM/RMP compliance plan and consulted on all
aspects of risk management program implementation.
Safe
Work Practices
AEI developed the entire safety policy and procedure
manual for a major refinery. It included all Process
Safety Management required procedures as well as a
complete contractor safety manual.

Writing Techniques
The American Institute of Chemical Engineers (AIChE)
selected R. J. Walter as the lecturer for their
continuing education series course on the Center for
Chemical Process Safety text - Guidelines
for Writing Effective Operating and Maintenance
Procedures. Mr. Walter designed
the outline for the book and was project manager and lead
author for its development. It is the definitive text on
operating and maintenance procedures for the chemical
process industries. AEI offers a customized course for
delivery to your procedure writers at your site.
Procedure
Project Management
An East Coast refiner awarded AEI the contract to
facilitate and manage a major procedure upgrade effort
for EPA RMP compliance. Our staff established a document
control system, trained client personnel to write
effective procedures, and developed a training
administrative procedure for OSHA PSM and EPA RMP
compliance.
Procedure
Program Consulting
A consulting firm in Knoxville, Tennessee contracted AEI
to consult in the redesign and development of key
sections of their Procedure Writing course.
Operating
Procedure Development
A chemical recycling company contracted with AEI to
develop operating procedures and PSM administrative
documents for their plant. This was a prototype for all
other company facilities.
Terminal
Software Procedures
An international refining concern contracted AEI to
develop procedures for operating an automated terminal
accounting software package used at over 40 terminals
nationwide.
Safety
Policies and Procedures
A photovoltaic device manufacturer contracted with AEI to
develop their safety policies and procedures manual to
support a behavioral safety approach to production.

Instructor
Development Workshop
The American
Petroleum Institute (API) selected AEI to
develop and deliver their workshop titled Developing
the Plant Trainer
and the Program. It is
intended to enhance the skills of both new and
experienced refining and chemical processing industry
trainers. It is a standard course companies can use to
internally certify trainers at refining, pipeline and
chemical processing facilities. It is offered publicly
several times a year through API. It can be customized
for presentation at your facility. Contact AEI for
details.
Instructor
Certification/Test Constructor Certification
AEI facilitates instructor certification training for an
international chemical manufacturer. Instructor skills
and test construction courses are provided several times
a year in the U.S. and at overseas locations. AEI has
facilitated our instructor skills workshops for dozens of
chemical and refining companies.
Discovering
Operational Discipline Workshops
To-date AEI has facilitated this workshop for several
companies and professional associations interested in
examining the benefits of a values-based management
style. The topic has been found to be extremely
accessible to all levels of employees and encourages
thoughtful discussion and self-examination. The book has
been used throughout the US and in Australia, England and
Canada.
Process
Overview Training
A U.S. steel manufacturer contracted the AEI team to
write fifteen Process Overview Training modules to be
used for training operators and maintenance craft. They
include Sulfur Recovery, Ammonia Recovery and Process
Water Treatment. AEI also consulted on PSM system design,
performed maintenance procedure evaluations and developed
operating procedures.
Competency
Assessment for Managers
A major petroleum products company chose AEI to implement
our MAP (Managerial Assessment of Proficiency) assessment
tool. It is being used to help supervisors and managers
company-wide to evaluate and improve their managerial
competencies. It has recently been made an integral part
of their employee development program for engineers
entering the supervisory field.
Operations
and Maintenance Training
A major steel manufacturer had AEI perform a Training and
Procedure Needs Assessment and design their maintenance
and operations training program for PSM/RMP and ISO-9000
compliance. AEI developed their process overview training
for the entire chemicals area. This includes BTX
recovery, NESHAPS systems, gas distribution, and a new
Desulfurization plant. AEI is also helped establish the
PSM related Safe Work Practices for the site.

Program Guidelines / Instructor Skills
An international chemical manufacturer's corporate
headquarters used AEI's expertise to help them draft a
corporate-wide guideline for operations and maintenance
training programs at all 41 U.S. plants. Our team
developed and facilitated an instructor skills workshop
for their entire technical and safety training staff.
Procedure Development Training
An international paper manufacturer contracted
AntiEntropics to train their personnel in effective
procedure development techniques. The course focused on
PSM, EPA, ISO-9000 and ISO-14000 procedure requirements.
Customized
Workshop
AntiEntropics was contracted to develop an
instructor-training program for a major U.S. refinery. It
is used to develop key refinery personnel's skills in
developing and presenting competency-based training for
PSM and EPA RMP compliance.
Training
System Development
An international photovoltaic cell manufacturer selected
AEI to prepare their training management system
procedures governing analysis, development and
implementation of training. We also assisted in
developing their training schedule and budget to prepare
them for entering the 2000's.

An international refining concern worked with AEI to
develop a complete training management system to address
all aspects of conducting their job-related training for
59 refinery positions. Curricula and syllabi were
developed as well.
